Not quite. According to IBC 2017 Table 601, the fire-resist rating regulated for exterior and interior wall are referred to bearing wall category. Not all the exterior walls under "stick-built five-over-ones" (per your article) are necessary to be bearing walls.

Sometimes it makes quite difference on value-engineering.
